Julie Johnson Retires From Staveley Village Association
The trustees of Staveley Village Association (SVA) would like to express their heartfelt gratitude to Julie Johnson for her dedicated service over the last 13 years as a Trustee since March 2011.
Julie's contributions have been invaluable to the charity and community; and her commitment and passion will leave a lasting impact.
Julie started to manage facility bookings for the SVA in 2007 and is well known by all regular hirers of the Village Hall, Institute & Pavilion together with tenants of the flat & allotments, members of Staveley Bowling Club and users of the playground.
As Julie steps down, we express our gratitude for her service and wish her all the very best. Thank you, Julie, for your welcoming smile, your unwavering dedication, your contribution to the community and for helping to guide the SVA as a Trustee over the last decade.
Pavilion and Bank room hire charge fees.
Understanding the Pavilion and Bank room hire charge price increase.
With great consideration, Staveley Village Association are announcing a modest increase in the hire charges for the Pavilion and Bank room facilities.
Our decision to adjust the hire charges stems from our commitment to maintaining and improving both venues. Over time, operational costs have risen, including maintenance, utilities, and necessary facility upgrades.
By adjusting our hire charges, we ensure that the Pavilion and Bank Room remain venues for community and commercial hire while ensuring the long-term sustainability of these great facilities.
It's important to recognise that the increased hire charges will directly contribute to the improvement, maintenance, and general running costs of the facilities.
As we move forward, our commitment to providing a welcoming and vibrant space for community gatherings remains our priority. We appreciate your understanding and support as we implement these necessary changes. The revised hire charges are now on our website.
Update on SVA Facility Upgrades
The SVA’s current focus is on bringing back into use some of our facilities that have fallen into disrepair over the last ten years. The community’s use of these extra facilities and use of the SVA’s other facilities creates revenue to offset higher running, maintenance and refurbishment costs.
A new online booking system for our facilities will be available on our website in 2024. This will improve our efficiency and booking confirmation response times. More information on this will be available in early 2024.
Upgrades to the Bank room began earlier this year and are now complete. This small room will make a fantastic therapy, meeting space or workspace. If you wish to view this room, please do not hesitate to send us an email.
Our second project has been the Kentmere room. This refurb has become more of a challenge than we expected. Due to the financial costs of replacing the roof and curing dampness (both now complete), we have had to pause the internal refurbishment of the Kentmere Room until the required funding, time and energy are available.
Our long planned refurbishment of our Pavilion is starting to move forward with the fantastic news that The National Lottery fund has confirmed £30k+ of funding to enable Phase One to start before Christmas. This phase consists of replacing our large water tank for the changing room showers, new windows & patio doors, and new a decking platform overlooking the playground. The work began on 4th December. Our vision for the Pavilion is that it is a hub for community sports, young people and associated clubs & groups.
The Ball court sadly closed in June 2023 after some vandalism. The inspection report deemed the area unsafe for public access. The Ballcourt will remain closed until a refurbishment plan can be agreed and funded. The Playground maintenance has been continuing. The dry-stone walling underwent repairs on the 27th and 28th of November. An addition of Willow tunnel will be added to the playground in Spring next year.

2021 Playground Refurbishment Journey
We refurbished our village playground in 2009 following a programme of community fundraising that reached £75,000.
In 2021, our village playground was again in need of renewal and the community of Staveley pulled together and organised an array of fundraising events including:

We contacted our local businesses and asked for donations towards the £125,000 cost of renewing the playground. We were blown away by their kind donations of money, time and energy to support the Playground Project.
We also successfully applied for many grants. Thank you to those who made the time to complete those applications!
Along with dedication, enthusiasm and good old Staveley community spirit, £125,000 was raised to completely renovate the Playground.
The Playground officially reopened in July 2022. The new design provides a more educational and interactive environment and outdoor safe space for our younger community members to enjoy, develop and explore.
Staveley Village Association hosted a Grand Opening with everyone invited, including Guest of Honour Precious McKenzie MBE.
It’s amazing what a little village with a huge spirit can achieve!
SVA Facilities Investments Over The Last 18 Months (January 2022 - July 2023)
The trustees regularly review progress against our agreed & critically important goal of tackling the 5+ year backlog of investment in SVA facilities.
The trustees are proud of the progress that has been made over the last 18 months and summarise below (in descending order by value) the thirteen investments we have made, totalling £159.4K:

We agreed the need for our investments to be focussed on bringing all of our facilities back into full use (maintenance) in order to grow the charity’s revenue, whilst ensuring we are fully compliant with all laws and regulations (compliance). We also agreed to minimise new facility spending (enhancements) until we have made significant progress on the backlog of maintenance and compliance works. We have summarised the spending above by the three categories:

Statement Provided to Staveley with Ings Parish Council - SVA Constitution
Thank you for inviting me to address Councillors regarding the updating of the SVA constitution. I am aware of Cllr Deb Michel’s views. Ruth Walton (Secretary) and I have invited Deb (and anyone else who wishes) to attend one of the regular SVA community meetings that are advertised on the SVA website to raise any concerns with the trustees.
Cllr Michel and I have been colleagues for two years, initially working together in the Community Planning Group, later as members of the Abbey Development Group and for the last 12 months as fellow trustees of Staveley Community Trust. I have the highest regard for Deb’s work ethic, intellect and her commitment to our community.
Deb and I often see the world through different lenses, which can be a real strength, particularly as trustees, where we need to ensure rigour in our decision-making, compliance and strategic focus.
We all share the common goal of improving our village community and facilities. The SVA is a century old charity that needs its trustees to have a wide range of experience, be resilient, resourceful and fully committed to addressing the huge backlog of maintenance required across its £3m of facility assets and to ensuring the highest standards of compliance with the wide range of modern regulations. There is a lot of work to do!
In 2018 and 2019, the SVA suffered from a chronic shortage of trustees with just Clive Johnson, Julie Johnson and treasurer Alan Webster being active. In 2020 Alan Webster announced his intention to relocate and the SVA faced a crisis of governance, made much worse by the Covid pandemic.
I was approached by Clive in early 2021 to see if I would support him and Julie in transforming the SVA. We met and discussed the scale of the challenges facing the SVA. I agreed to join as a trustee, conditional on Clive and Julie agreeing to a fundamental modernisation of the SVA including the very highest standards of governance (given my wider responsibilities) and an ambitious commitment to tackling the huge backlog of property maintenance. I was appointed as a trustee and Deputy Chair in July 2021. We now have seven trustees and are seeking to appoint two more.
Alongside the urgent need to renew the playground, respond to the challenges of Covid and build a stronger Trustee body, we had to ensure compliance with Charity law. This required us to restart the modernisation of the 1968 constitution and merger of the two SVA charities that had been started by Jonathan Parkinson, a previous SVA Secretary but abandoned due to the work and cost involved.
The trustees agreed to delegate Ruth Walton (Secretary) and Robert Perkins (Deputy Chair) to progress the task. Robert had 30+ years of experience as a trustee and director of non profit organisations and Ruth has excellent administrative credentials.
The SVA appointed John Cooke, a director of Thomson, Hayton, Winkley to advise on the change of constitution, merger of the two charities and transfer of property ownership from the legacy “holding” trustees.
Robert, Ruth & John have progressed this work since September 2021, with regular updates to trustees and committee members as minuted and authorised by signed resolutions. The proposed and final versions of the new constitutions have been approved by both the trustees and committee members and published on the website since the beginning of the process.
A lengthy consultation with the Charities Commission through John Cooke resulted in us adopting the recommended Charitable Incorporation Organisation type and the Foundation model template. The Charity Commission have stressed the need for trustees to ensure they remain focussed on the remit and goals of the charity.
The SVA has taken advice from both the Charities Commission and its legal advisors throughout the process. The trustees and committee members have signed resolutions approving the changes on two occasions. No objections have been made on this updating of the constitution apart from Deb Michel, who has not yet attended any SVA meeting.
I hope this reassures Councillors.

Community Projects 2023
Fundraising in 2021/2022 was directed towards the children's Playground. A massive community effort meant that the Playground was reopened in July 2022. Looking ahead to this year, we have received planning permission to refurbish the Pavilion.
The plans include an external toilet for general public to access and improving the shower and changing facilities for our sports clubs. The Pavilion Hall itself will have a facelift with fresh paint and new, large windows to the front to let in more light and create a clear view of the Playground.
Outside the Pavilion, we envision a decking area for people to sit outside overlooking the Playground and Ayland. We hope to attract more events and help the various community groups to thrive with a fresher base and open doors to new clubs starting up. The Pavilion Project will be funded by Grant applications.
Alongside the Pavilion Project, Staveley Village Association plan to upgrade the Ball Court to an All Sports Court to add more variety of use. The Ball Court Project will be funded by Grant application and Fundraising events.
The Pump Track team lead a number of community consultations last year, unfortunately they do not have enough volunteers to drive the project.

Warm Space Sessions Get Heated
Staveley with Ings Together received a grant from South Lakeland District Council, so that we can welcome the community of Staveley this winter to the Warm Space Session every Tuesday and Thursday starting from the 1st and 3rd November.
Deb Michel who has driven this project has said “In this time of higher energy bills, why don’t you come and stay warm together, chat with friends, meet new people, discover what’s going on and maybe use one of the Community iPads to keep connected with Abbey Developments, search for information or just look at the news. We are encouraging you to share your ideas about how the space could be used in the weeks ahead”
Karen Tredwell has been attending the warm space sessions gave her feedback through Facebook “Friendly bunch… some excellent soup and pud… and some people learning to use iPads others chatting over a cuppa and biscuits”
Drop in anytime between 11am to 3pm. Chat with friends, have a game of dominoes or cards, bring your little ones to play with the toys available, meet new people, enjoy some tasty soup and use the Institute Wifi.
Please come along, the more the merrier. The project will be running throughout winter for anyone to take advantage of the warm Institute.
Tribute to Alan Webster a former SVA Treasurer
The trustees of Staveley Village Association are very sad to hear of the death of Alan Webster, former Treasurer of the SVA.
We asked former SVA Secretary Jonathan Parkinson to write a few words in Alan’s memory.
“Alan started as Treasurer for SVA in 2013. We got on well as we had multiple short links in the "six degrees of separation" game (look it up on wikipedia). I can disclose details of two. The one I can say little about is an utterly remarkable one step link which I only found out about after Alan's death. As to the other two : While I was living away my Dad became friends with his father-in-law , a former resident of Staveley, who had retired here from Merseyside. I believe part of the reason for Alan and Linda's move to Staveley was because of happy memories of previous visits to Staveley. Not only was there that link, but I found out that Alan also had links to Hertfordshire , and used to live four miles from where my mother in-law lives. To add further coincidence Linda was a friend of one of my mother-in-law's neighbours! It's a small world.
Alan and Linda had family in the Hertfordshire area, and had retained a flat there. When Linda became ill they moved back to be close to family. I had hoped to meet up with Alan when Karen and I went visiting our relations. Sadly it was not to be”.
All of our thoughts are with Alan’s family at this sad time.
Investment Priorities
The Trustees of Staveley Village Association have met twice over the last two weeks to debate and agree our investment priorities for the next 18 months.
The following priorities have been agreed:
1. Replace windows in the flat above the Institute.
2. Complete outstanding work on the playground.
3. Install WiFi in the Institute, Village Hall & Pavilion.
4. Repair damaged guttering & downpipes on Institute.
5. Decorate exterior woodwork on Village Hall & Institute.
6. Refurbish & renew shower, toilet & changing facilities in the Pavilion.
7. Improve facilities access control & security measures.
8. Refurbish & improve usage of the Bank & Back Rooms within the Institute.
9. Secure planning permission & implement Pavilion refurbishment.
These investment priorities sit alongside the work currently being undertaken to improve the management of our facilities, update our policies, improve our finance processes, modernise our constitution and improve our engagement with the local community.

Party in our Park
We enjoyed a very successful day of celebration for the formal reopening of our playground on Sunday 17th July. More than 300 residents of Staveley including many children joined a parade from the Mill Yard to the Playground led by Shelley Barlow and The Staveley Samba Band.
Robert Perkins (Deputy Chair) welcomed Precious McKenzie OBE as his guest of honour and gave a short speech to thank the 96 major donors and the whole community for supporting the £125,000 campaign to renew and enhance the playground.
Robert invited Precious McKenzie OBE to unveil a plaque listing all of the major sponsors and then asked Ava Bottomley and Henry Blackburn, Staveley Primary School pupils to jointly cut the ribbon and officially declare the playground open.
More The Artisan Bakery, Haytons Butchers, Asda & Tesco had together donated bread rolls, sausages, beef burgers, soft drinks, crisps and fruit to allow all pupils at Staveley School to receive a commemorative free lunch.
The Ayland had many stalls for residents to enjoy during the afternoon including Danny Woof Woodturning, Ashlea’s Bakes, Jam Chowder, Balloons by Fine & Dandy’s , Usborne books by Jadey, Jane’s Treats, Kimi’s Gelato, Staveley Primary School, Staveley Cubs, Scouts & Brownies. Staveley 100s Club, Laurie Corkish Organist, Staveley Allotments, Staveley Playgroup, Staveley United Football Club, Staveley Community Plan, Staveley Pumptrack Team and Staveley WI.
There are some additional playground improvements that will be completed after the school holidays. We await Planning Permission from LDNPA for the proposed upgrades to the Pavilion.
Staveley Village Association has not yet received an update from the Parish Council on the introduction of a 20 MPH speed limit and a pedestrian crossing to improve the safe access to the new playground.

June Playground update & More
A very successful 5k race, has boosted our Playground fundraising to £125k, which has enabled us to enhance the original design with extra waste bins, seating, planting, a willow tunnel and additional areas of soft pour cushioned flooring.
The flood risk assessment is complete and The Lake District National Park Authority are processing the planning application, which includes the playground and improvements to the adjacent Pavilion building.
The upgrades to the Pavilion are being designed by Collingridge & Smith, funded by Staveley Village Association and will be undertaken later this year.
Playdale completed the Phase One instalation (80% of the scheme) by the agreed deadline of 31st May and the playground was reopened on 2nd June as planned.
Phase Two (the final 20% nearest the river) will be started on Monday 4th July and will be complete by Friday 15th July.
The official playground opening event will be held at 12 noon on Sunday 17th July. We will invite everyone in Staveley to join us to celebrate the successful completion of this important community project, largely funded and organised by local residents, companies & charities.
Local sponsors have enabled us to offer a free BBQ lunch after the opening for all Staveley School children, two of whom will perform the ribbon cutting.
We have invited local clubs, societies & groups to be in attendance to promote themselves. There will be food, drinks and music.
Cumbria Development Education Centre, The Green Place Project and Staveley Village Association organised a successful Staveley Community Celebration Day on Sunday 12th June. This created an opportunity for Staveley residents to see the playground in action, see the refurbishment plans for the Pavilion and give feedback on conceptual ideas for a Pumptrack in the far corner of the Ayland. A further round of consultations relating to the Pumptrack will take place this summer.

Playground Update & Community Topics
On behalf on Staveley Village Association, I am delighted to report that we have successfully reached our £120k fundraising target, with only a few donations still to be banked. We have received donations/grants from 61 businesses, 9 charitable bodies and support from many individuals. It has been a truly great community effort, achieved in under six months.
RG Parkins and the Environment Agency are progressing the flood risk assessment, which is required for the playground planning application. After consultation with The Lake District National Park Authority and to avoid installation delays, we have lodged a retrospective planning application, which includes the playground refurbishment and some improvements to the adjacent Pavilion building (improved changing rooms, an outside toilet and larger windows overlooking the playground). The improvements to the Pavilion are being designed by Collingridge & Smith, funded by Staveley Village Association and will be undertaken this summer.
Playdale started the playground installation on 4th May and are making good progress, with most of the new play equipment now in place and the safety soft-surface groundwork well underway. Playdale expect to finish Phase One (80% of the scheme) by 31st May. If we can secure SLDC’s agreement to inspecting the new facilities on 1st June; and everything goes to plan, we can partially open the playground for use during the Queens Jubilee weekend (2nd-5th June) and beyond.
Phase Two (the final 20% nearest the river) will be started on Monday 4th July and will be complete by Friday 15th July. We hope this phase will include child-friendly planting within the playground enclosure.
We are planning an official playground opening event at 12 noon on Sunday 17th July. We hope this will attract a significant proportion of Staveley residents to join us and celebrate the successful completion of the important community project, largely funded and organised by local residents, companies & charities. We have invited local clubs, societies & groups to be in attendance to promote themselves. There will be food, drinks and entertainment. We hope to secure coverage by local media.

A Staveley Village Association Facebook post on 1st May sought community support for the introduction of a 20 MPH speed limit and a pedestrian crossing to improve the safe access to the new playground. This post attracted a record 181 “Likes”. This should help the Parish Council to secure these road safety improvements from Cumbria County Council before Christmas. I really hope that all of our local politicians commit to ensuring this happens.

Playground Update 28th March 2022
It is now nearly five months since the trustees of Staveley Village Association closed the playground on 31st October 2021. This has proved to be a valuable catalyst to community fundraising, which has now reached £110k of the £120k required. There are two outstanding grant applications with Cumbria County Council & The Frieda Scott Trust, totalling £5k. We also have events (Easter Egg Hunt, MTB etc) which we hope will raise £3k. If we secure both grants and the event income is as expected, then we will have a final push to fundraise the £2k balance.
SVA has submitted a formal planning application for the new playground with the Lake District National Park Authority, who have asked for a Flood Risk Assessment as part of the process. SVA have appointed RG Parkins of Kendal to undertake this work. The planning application includes provision for a new toilet in the corner of the Pavilion building with an independent external access for users of the playground. The application also includes the installation of large patio-style glass doors to improve the visibility of the playground from the Pavilion. These two enhancements are being funded directly by the SVA. We await planning approval.
Heras fencing has been erected around the perimeter of the playground to control access during the demolition and construction work. The programme of removing obsolete & worn out equipment & surfaces from the playground is now complete. A huge thank you to everyone involved.
The boulders (costing £3k) will be delivered and installed during April.
SVA has placed confirmed orders with Playdale for both Phase One & Two (costing £117k). Deposits totaling £30k have been paid to Playdale. Phase One installation is scheduled to begin on Tuesday 3rd May and be complete on Friday 27th May. Phase Two installation is scheduled to begin on Monday 4th July and be complete by Friday 15th July.
SVA are seeking guidance on suitable planting within the playground enclosure.
We plan to hold an official opening event and will finalise the date for this once installation dates are confirmed. Provisionally, this will be planned for Sunday 17th July at 12 noon.
SVA plan to take advantage of construction equipment being on site for the playground to enable safer turning of cars visiting the Pavilion and to replace ageing floodlight poles, lights and cabling for the training pitch.
The high volume and high speed of traffic on the Kendal Road as it passes the playground, make it important to implement a 20 MPH speed limit in this area of the village and to have a pedestrian crossing to access the playground from the pavement on the opposite side of the road. We have asked the Parish Council to priorities these initiatives.

Folk Festival Volunteer Needed
Staveley Village Association is seeking a volunteer to support the Charity in planning, organising & booking motorhome, caravan & camping accommodation on the Village Recreational Ground (The Ayland) during this summers Folk Festival weekend (5-7th August).

Playground Fundraising Update
Staveley Village Association and it’s supporters have continued the campaign of playground fundraising, which has now reached £100k (of the £120k required) including successful grant applications to Cumbria County Council and The National Lottery.
The planning team at the Lake District National Park Authority has been consulted about our plans to renew the playground equipment and having taken advice, we have submitted a formal planning application. We await planning approval.
A programme of removing obsolete & worn out equipment from the playground has started and we will shortly start to remove the worn out and damaged cushioned flooring and old concrete foundations before preparing the groundwork for the new equipment and new cushioned flooring.
Staveley Village Association has placed confirmed orders with both Playdale (for Phase One, costing £90k) and Shap Quarry. A deposit of £7.5k has been paid to Playdale. Installation is scheduled to begin in early April and be complete before 1st May. We plan to hold an official opening ceremony and will fix a date for this once installation dates are confirmed.
The fundraising team are now focussed on Phase Two and have so far secured £10k of the £30k required. If the balance of £20k can be secured quickly, we will seek to pull forward our Phase Two plans to minimise installation disruption and secure some cost efficiencies.
We are hopeful of securing a further £5k of grant funding towards Phase Two, which would leave a balance of £15k to raise from community fundraising events & donations. All support & donations are welcome. Please email secretary@theSVA.org or visit www.thesva.org for further information.
Jenny’s on Fire
Staveley Village Association and the wider community of Staveley, would like to thank and congratulate Jenny Blackburn for her successful efforts and hard work in fundraising for our village playground.
Jenny lives in Staveley, with her husband Craig and their two children Cara and Henry.
Jenny has been tirelessly applying for grants and has been successful in securing £5000 from Cumbria County Council and this week has learned of her success in securing £10,000 from the Lottery Community Fund. #NationalLottery

Playground Update
We were successful in our phase one fundraising campaign and have now raised £80k. We secured support from 55 of the 83 businesses & individuals we approached. The orders have been placed with Playdale and Shap Quarry. We expect installation in April with reopening in early May.
The dismantling and removal of obsolete equipment will commence in February.
We will start major phase two fundraising shortly, with the goal of raising £40k, to complete the playground appeal. This phase seeks to raise half of the money from grant applications.
Additionally, the SVA trustees agreed at their January meeting to proceed with scoping and costing a conceptual design for a Pumptrack facility to be located near the river corner of the recreational field. Once a proposal has been created, it will be considered by SVA’s trustees and be the subject of community consultation. Any Pumptrack development will need planning permission. This project would require significant fundraising but would qualify for grant funding.
